Cut to Layer creates superfluous frames - can this be fixed ?

I believe this is an old request and at one time I thought it was fixed , but just noticed it again in 11.7.5 .
Let's say I have a sequence of animation on one layer, exposed ON 2's , or 2's , 3's , 4's , whatever the case may be ... I want to select some of the characters or objects on the layer and CUT them to a new layer. The desired effect would be that when the selected objects are cut to the new layer they would retain their previous exposure (ON 2's , 3's , 4,'s or whatever it may be), Unfortunately , what happens is that when the selected character/object is cut to a new layer , TVPaint inserts superfluous frames. The quick work-around for this is to all the frames on the new layer and click on the =? button in the Handy Panel/Animator Panel under Set Exposure, which removes the superfluous frames. So it's not a huge issue, but is a a small annoyance. I'm wondering , why is this necessary ? Shouldn't TVPaint respect the exposure of the selected frames and retain the original exposure when cutting those frames to a new layer , instead of inserting unwanted superfluous frames which must be removed?
In my Preferences and in my Layer PreSets I have both Auto Create Frame and Auto Create Instance disabled , so a newly created layer should not be auto-creating superfluous frames or instances, right ? Can this small annoyance be fixed ?
