Smaller zoom increments?

I'm setting the scroll wheel on a shortcuts keypad to zoom in and out on the project window. However, the zoom's incremental changes are very large. Is there a way to make them smaller?

I don't use it, but wasn't ctrl+alt+wheel zooming continuously?
